claim, and an attached pubkey_claim_key equal to the account's Ed25519 key.
The signature must be Ed25519 with public-key ID zero, verified over
transactionSignaturePreimage(networkHash, tx) with ZIP-215 disabled and both
key and signature point R non-small-order and prime-order. The hash is SHA-256
of unsigned XDR, excluding signatures and network.
